AFAIK Gwern stopped writing them; it's not just that he's not posting them to substack
He is still active on gwern.net, Reddit, LessWrong, etc. though
The newsletter never stopped coming out (AFAICT). Gwern just stopped crossposting them to substack and changed the way they are linked on his site.
